| dc.description.abstract | Nükleer santrallerde güvenlik fonksiyonlarım yerine getiren yazılım tabanlı enstrümantasyon ve kontrol sistemlerinin kullanımı son yıllarda yaygınlaşmıştır. Tez çalışmasında bu sistemlerin lisanslanması sürecinde karşılaşılan sorunlar ve bu sorunlar için bulunan çözümlere yer verilmiştir. Yazılım tabanlı enstrümantasyon ve kontrol sistemleri ve yazılım kaynaklı sorunlar ile ilgili olarak, yedi Avrupa ülkesinin bir araya gelerek hazırladığı uluslararası rapor ve Uluslararası Atom Enerjisi Ajansı tarafından yayımlanan konu ile ilgili dokümanlardan yararlanılarak öneriler sunulmuştur. Güvenlik açısından önemli sistemlerde yazılım kullanımının ana sebepleri ve yazılıma özgü sorunların nükleer güvenlik açısından önemine değinilmiş, yazılım kullanılan sistemlere güveni tesis etmek için kurucu ve düzenleyici kuruluş tarafından gerçekleştirilmesi gereken faaliyetler belirlenmiştir. Nükleer santrallerde kullanılan enstrümantasyon ve kontrol sistemlerindeki yazılımlara ilişkin temel bilgiler, yazılım geliştirme yaşam döngüsü, yazılım tabanlı sistemlerde güvenliğin gösterilmesi ve bu sistemlerin lisanslama süreci ile doğrulama ve sağlama faaliyetleri tezde tanımlanmıştır. Çalışma sonucunda, diğer ülkelerin mevzuatı doğrultusunda hazırlanan “Nükleer Santrallerde Kullanılacak Yazılım Tabanlı E&K Sistemlerine İlişkin Yönetmelik” ile ulusal mevzuata öneriler getirilmiştir. | tr_TR |
| dc.description.abstract | The use of software-based instrumentation and control systems that perform safety functions in nuclear power plants has become widespread in recent years. This thesis addresses the issues, encountered during the licensing of these systems and the solutions for these issues. Suggestions on software based instrumentation and control systems and software related problems are presented by making use of the international report prepared by seven European countries and the related documents published by the International Atomic Energy Agency. Main reasons of software used in safety important systems and software-specific problems in terms of nuclear safety have been explained and the activities to be carried out by regulatory body and the owner in order to establish confidence in the systems using software have been identified. In the scope of the thesis basic information about software in instrumentation and control systems used in nuclear power plants, software development life cycle, safety demonstration in software based systems, licensing process and the verification and validation of these systems have been defined. As a result of the study, national legislation has been proposed with the "Regulation Regarding Software Based Instrumentation and Control Systems to be Used in Nuclear Power Plants" prepared in line with the relevant regulations of other countries. | tr_TR |
