Abstract
Bu tezde ülkemiz sınırları içinde barışçıl nükleer faaliyetlerde kullanılan nükleer maddeler ile nükleer tesislerin sabotaj, hırsızlık ve diğer kötü niyetli faaliyetlere karşı korunması amacıyla alınan nükleer emniyet tedbirlerinin, düzenleyici gerekliliklere uygun bir şekilde yerine getirildiğini garanti altına almak amacıyla gerçekleştirilen nükleer emniyet denetimleri ele alınmaktadır.
Tezde, tespit etme sistemlerinin çalışma prensibi, kurulum kıstasları, bakım ve onarım prosedürleriyle ilgili genel bilgilere yer verilmiştir. Akabinde, bu tespit etme sistemleri aracılığıyla oluşan alarmların değerlendirmesi hususu da aynı derecede öneme sahip olması nedeniyle performansa dayalı ve kuralcı yaklaşım yöntemiyle ele alınmıştır. Denetçinin işlevselliklerini kontrol etmekle sorumlu olduğu yapı, sistem ve bileşenlerin denetiminde değerlendirilecek hususlar ele alınmıştır. Bu amaçla denetimlerde uygulanmak üzere mülakat soru listesi ve kontrol listeleri hazırlanmıştır.
Bu çalışma ile nükleer emniyet denetimlerine ilişkin bir takım tavsiyelerde bulunulmuş, mevcut uygulamalar ile ilgili geliştirilmesi gereken hususlar belirtilmiştir. Düzenleyici denetimlerde tespit edilen kusur, eksiklik ve ihlallere yönelik ülkemiz yaptırım uygulamaları Amerika Birleşik Devletleri, Fransa, Japonya ve Rusya Federasyonu’nun uygulamaları ile karşılaştırılmıştır. Bu bağlamda, nükleer emniyet denetimlerinde karşılaşılabilecek muhtemel kusur, eksiklik ve ihlal örnekleri oluşturulmuş ve önem seviyelerine göre sınıflandırılarak yaptırım uygulamalarına bir referans teşkil etmesi amaçlanmıştır.
Bu tez ile radyolojik sonuçlarla neticelenebilecek kötü niyetli faaliyetlerin önlenmesine ve ulusal nükleer emniyet rejiminin gelişmesine katkı sağlanması amaçlanmıştır.
This thesis deals with nuclear security inspections conducted to ensure that the physical protection measures which should be taken to protect nuclear facilities and nuclear materials used in peaceful nuclear activities from sabotage and theft are carried out in accordance with regulatory requirements within the territories of the our country. In this thesis, general information on the operating principle, installation criteria, maintenance and repair procedures of detection systems are given. Subsequently, evaluation of the alarms generated by these detection systems has been dealt with in a performance- based and prescriptive approach, as it has the same level of protection. The main aspects of inspection of structure, system and components of physical protection system are evaluated. Thus, a question list that could be used for intrviews and inspection checlist has been prepared. In this study number of recommendations related to nuclear security inspections are set out, the issues that need to be developed with respect to existing practices are outlined. The enforcement practices imposed by our country for defects, deficiencies and violations found in regulatory inspections are compared with the United States, France, Japan and Russia. In this respect, potential defects, deficiencies and violations that may found in inspections are categorized in accordance with their severity level. In this thesis, it is intended to contribute to the development of the national nuclear security regime and prevention of the malicious activities that could result in radiological consequences.
